Abstract
Policy evaluation includes formulation of policy problems, proposed programs to solve policy problems, implementation, and policy impact. This study aims to identify and evaluate the impact of the school building development program policy by the Surabaya City Education Department by using a qualitative descriptive paradigm. The results of the study indicate that there are problems in the implementation of school building construction by the Education Department which includes issues of institutional structure, resources (people, materials, machines, budget/money, methods), compliance with regulations, innovation and sustainability. While the impact that occurs can be individual, organizational or school. Efforts to overcome these problems and impacts are by implementing policy strategies in the form of improving institutional structures, fulfilling resources, budgeting for the construction of school buildings in an appropriate manner, more careful analysis of workloads and preparing plans and action plans for school building construction programs, both short term, long term medium term, as well as the long term which is communicated intensely between the school, the Education Department and the private sector.
