Abstract
An organizational successful are largely determined by the competence of HumanResources (SDM) that working inside it. The main purpose of this research is to analyzing theCompetence of Human Resources of information and communication technology (SDM TIK) inelectronic based government system (SPBE). Beside that, it is also aims to knowing thedevelopmental design SDM TIK of Surabaya City Government in SPBE era. According to theministry of states apparatus empowerment and bureaucratic reform (PANRV) there are sixcompetence fields that must to be owned by Human Resources in SPBE era, there are businessgovernments process, SPBE architecture, information and data, the security of SPBE, SPBEapplications, SPBE infrastructure. The resource person in this research is the leader of thePersonnel and Human Resource Development Agency(BPKSDM) and the Surabaya CityCommunication and Informatics Office(Dinkominfo). The method that used in this data was doneby interview, observation and documentation. The analysis method in this data was donedescriptively-qualitatively using a competency analysis approach. The result from this researchare showing that the Human Resource (SDM) that has Communication and InformationTechnology (TIK) competency was one of the foundation that must be built in this SPBE era.beside, the development of Human Resource of Communication and Information Technologyneeds to be scheduled routinely on the framework of reference and also budgeted in one planningdocument on dinkominfo and BKPSDM. the development in Human Resource of Communicationand Information Technology it is also need to be monitored and evaluated from that HumanResource of the Communication and Information Technology (SDM TIK) development. at thistime one of the step that is on process is doing a review or resocialization through the applicationthat used in everyday works by ASN called e-Surat, from the review models or this socialization itwill help the new users that only got knowledge transfer partially from the predecessorKeywords: SPBE, competence, Human Resources, ICT
