Abstract
The purpose of this study is to find out and observe how the process of Collaborative Governance in the management of Pelang tourism village in Tahulu village, Tuban Regency. This research is important because the success of stakeholder collaboration can reflect readiness to deal with problems in the community. This research method uses phenomenological types to find meanings that explore qualitative research type data. The focus of the research is based on the theory of BALOGH DKK which sees government collaboration divided into 3 aspects, namely the dynamics of collaboration, collaborative actions, and impact and adaptation to the collaboration process. The data collection techniques include interviews, observation and documentation. The conclusion of this study shows that (1) The dynamics of the management process of Pelang Tourism Village, Tuban Regency in communication, trust, commitment, and resources are good enough because they involve other parties. (2) collaborative actions have been good from the dimension of facilitating and advancing the collaboration process because they have conducted socialization and training to the Pelang Pokdarwis and communication between the collaborating parties has been well established. (3) The impact and adaptation to the collaboration process have had an impact seen from the social impact in the form of increasing public awareness of tourism and opening income opportunities for the community.
