Abstract

Hoaxes are commonly used by perpetrators for propaganda purposes and to gain mass support for their constructed issues. The outbreak of Foot and Mouth Disease (PMK) virus has raised public concerns, especially since the Muslim community in Indonesia celebrates the Eid al-Adha festival in July 2022, and this outbreak has affected the livestock, particularly cattle, that are favored for sacrificial purposes. This situation provides an opportunity for hoax perpetrators to disseminate false information to the public. Investigating hoaxes related to PMK is important as proper mitigation measures need to be implemented to control the losses incurred by farmers, MSMEs, public concerns, and traders who rely on beef in their businesses. This study aims to explore the role of Public Relations in the East Java Provincial Communication and Informatics Office (Diskominfo Jawa Timur) in combating the circulation of PMK hoaxes, particularly in the East Java region. The researcher employed a qualitative descriptive approach to gain in-depth insights into the data. The study also utilizes the theory of Public Relations management processes (Cutlip & Center) and information-seeking theory as supporting frameworks focusing on the issue of hoaxes. From the research findings, it is evident that Diskominfo Jawa Timur plays a crucial role in disseminating information to the public through various communication platforms, including social media, Diskominfo Jatim's Videotron, and YouTube content. To promote actions and disseminate information regarding the hoax mitigation of PMK issues in livestock, the community is encouraged to crosscheck information on Diskominfo Jatim's website, such as the Hoax Clinic, and conduct Google searches to compare information from various sources. At the village and community levels, where people may have limited access to gadgets, Diskominfo Jatim has established the Community Information Center (Komunitas Informasi Masyarakat or KIM) to ensure maximum information delivery. Keyword : Hoaxes, PMK Issues, Public Relations ABSTRAK Hoax biasanya dipergunakan oleh pelaku untuk melakukan propaganda dengan tujuan tertentu dan memperoleh dukungan massa untuk isu yang akan ia konstruksi. Merebaknya virus PMK meningkatkan keresahan publik, mengingat umat islam di Indonesia merayakan hari raya idul adha pada Juli 2022 dan wabah ini banyak menjangkit hewan ternak qurban yang digemari masyarakat yaitu sapi. Sehingga menjadi celah tersendiri untuk para pelaku hoax mendistribusikan informasi bohong kepada masyarakat. Hoax terkait PMK ini menarik untuk diteliti karena penanggulangan yang tepat harus dilakukan agar angka kerugian bagi peternak, UMKM, keresahan publik, dan keresahan pedagang yang menggunakan daging sapi dalam usahanya dapat terkendali. Penelitian ini bertujuan untuk mengetahui peranan humas Diskominfo Jawa Timur dalam penanggulangan hoax PMK yang beredar khususnya di wilayah Jawa Timur. Peneliti menggunakan pendekatan kualitatif deskriptif, sehingga datanya dapat diketahui lebih dalam lagi. Penelitian ini juga menggunakan teori proses manajemen Public Relations (Cutlip & Center) dan information seeking theory sebagai teori pendukung yang berfokus pada permasalahan hoax. Dari hasil penelitian, Diskominfo Jawa Timur berperan mendiseminasikan informasi kepada publik melalui berbagai forum komunikasi, termasuk media sosial, Videotron Diskominfo Jatim, dan konten YouTube. Untuk menyebarkan aksi dan informasi terkait penanggulangan hoax isu PMK (penyakit kuku dan mulut) pada hewan ternak masyarakat dihimbau untuk melakukan crosscheck informasi di website milik Diskominfo Jatim seperti Klinik Hoaxs dan melakukan pencarian di Google guna membandingkan informasi dari berbagai sumber. Pada level desa dan masyarakat yang tidak mengerti gadget Diskominfo Jatim memiliki KIM (Komunitas Informasi Masyarakat) sehingga informasi dapat tersampaikan secara maksimal.
