Abstract

The drug problem in Indonesia continues to spread from region to region, including the city of Surabaya which is a city with a high population density. Drug abuse and illicit trafficking has reached all social statuses and ages, especially among teenagers. The Surabaya City National Narcotics Agency stated that drug abuse among adolescents has increased every year. Cases of abuse and illicit trafficking by teenagers are serious problems that the state continues to face today, this is due to the dangers of drugs that can damage the next generation of the nation. Based on this background, this study aims to find out how the National Narcotics Agency's public relations strategy is in preventing drug abuse among adolescents in the city of Surabaya. This research uses a descriptive qualitative method with the type of case study research, and uses the theory of 4 models of public relations communication from James E. Grunig and Todd Hunt. The results of this study show that the Surabaya City National Narcotics Agency public relations uses a communication strategy in preventing and abusing drugs against adolescents in the City of Surabaya by making various work programs that are tailored to their needs, namely; 1) Communication strategy using social media, 2) Communication strategy using counseling, 3) Communication strategy with P4GN activities (Prevention, Eradication, Abuse and Illicit Narcotics), 4) Communication strategy by forming Kelurahan Bersinar, 5) Communication strategy with use contest. In carrying out its work program, the Surabaya City National Narcotics Agency's public relations team collaborates with several parties such as the local government, the educational environment, and the community, this is done with the aim that information is conveyed evenly to all groups.
