Abstract
Policy is one of the rules made to be able to overcome problems that occur in the field. Over dimension and over loading policies are policies used to limit the amount of goods transported and the size of the vehicle dimensions. This policy is carried out so that users or parties concerned can comply with these rules so that there are no losses that occur on the road such as infrastructure damage and driving safety. This research was conducted to find out how far the implementation of over dimension and over loading policies on industrial goods transport in Sidoarjo Regency. This research uses qualitative research methods with a descriptive approach, in conducting research the data is taken using observation techniques, interviews, and documentation in the field. The research took place at the Sidoarjo Regency Transportation Service. In research conducted related to policy implementation that research uses an approach to the theory of George Edward III where policy implementation can be seen from several factors, these include communication, resources, disposition, bureaucratic structure. In the findings in the field that the implementation of the policy of over dimension and over loading of industrial goods transportation in Sidoarjo Regency is said to be good, it can be seen from the phenomena in the field that it has been running according to the directions, starting with the socialization of the rules, the existence of adequate human resources, the attitude of the majority implementers and executors has been going well, then there is cooperation between agencies from outside the Sidoarjo Regency Transportation Service. The implementation is said to be good, but there is still a need for awareness from several parties, starting from transport users so that the rules that have been set can run well and there is no loss to both the parties concerned and the community itself. Then in terms of resources, so far the amount needed must be balanced with the tasks in the field, both those who follow up and supervise, it is indeed still necessary to have a level of field staff and also to stick to the rules so that no violations occur in the field.
