Abstract

The Sidoarjo Regency Government issued the SIPRAJA Application based on the Sidoarjo Regent Circular Letter Number 180/SE/9090/438.1.1.1/2019 concerning the use of the SIPRAJA Application (Sidoarjo People's Service System) in all sub-districts, villages and villages and the Sidoarjo Deputy Regent Circular Letter Number 44.3.33/200/438.5.2/2020 dated March 16 regarding Vigilance Against Corona Virus (COVID-19) Circular II, in order to provide convenience for the community in the service of Sidoarjo residents taking care of online the community can independently print letters that have been signed electronically by the sub-district head or Village Head or Lurah. The SIPRAJA application is a web and android-based online service that can be accessed by the public anytime and anywhere through the web page http://www.SIPRAJA.sidoarjokab.go.id or the SIPRAJA mobile application on Google Playstore. This application is a digitalization service without face-to-face, environmentally friendly, easy, and cheap. The goal is to provide services that are fast, effective and efficient. In addition, the presence of government service applications to the home online through SIPRAJA is expected to increase public satisfaction with government services. The SIPRAJA application does not only rely on online systems but also user friendly, namely applications designed with simple features that aim to make it easier for people to access the SIPRAJA application. The presence of SIPRAJA is a smart solution for Sidoarjo residents. In addition to providing an online-based service platform, SIPRAJA also provides the convenience of sending letters electronically to the home of administrative service applications, population and licensing based on web and android. Applications that can be downloaded on the google play store contain many services that can be easily utilized by all levels of society. The entire service file format in the SIPRAJA Application has been adjusted to the provisions of the applicable official script, so that the presence of SIPRAJA can realize good governance or good government and clean government. The implementation of e-government has been implemented by government agencies from the central to local levels, including the Sidoarjo Regency government. Based on "Regent Regulation Number 46 of 2018" concerning information and communication technology governance towards Smart City in Sidoarjo Regency, to improve the quality, effectiveness, efficiency, accountability and transparency of government service delivery and to answer the demands of Good Governance, the Sidoarjo Regency local government created the SIPRAJA service (Sidoarjo People's Service System) which can be accessed through applications and websites. The SIPRAJA service was launched by the Sidoarjo Regent on Wednesday 25/09/2019 and began to be introduced to the community in February, 202, covering 18 sub-districts, 322 villages and 31 villages, the hope is that this SIPRAJA service can help simplify procedures and meet the basic needs of the Sidoarjo community. The Sidoarjo Regent said the emergence of SIPRAJA services aims to erode government services that are complicated, slow, expensive, uncertain and tiring. So from this research discusses the Implementation of the SIPRAJA Application Policy as an Administrative Service Program at the Village Office a study (in Semambung Village, Gedangan District, Sidoarjo Regency) to find out the supporting and inhibiting factors. The method used is descriptive qualitative with observation, interview, and documentation approaches. The results of the study are the implementation of the sipraja application policy as an administrative service program in the village office, a study in Semambung Village, Gedangan District, Sidoarjo Regency, is quite good, this is based on the success factors of implementation, namely communication, resources, disposition, and bureaucratic structure.
