Abstract

Street children are a social problem that we often encounter in metropolitan cities. The emergence of street children is caused by several factors including economic factors, family factors and environmental factors. Based on Regional Regulation No. 6 of 2011 concerning Implementation of Child Protection, the Social Service formed the UPTD Kampung Anak Negeri which was assigned to provide services and guidance to children with social welfare problems in the city of Surabaya. With the policy of dealing with street children, the number of street children in the city of Surabaya has decreased, but there are still some street children who are still hanging around and have not received treatment. The purpose of this study was to analyze the implementation of policies for handling street children in the city of Surabaya and to analyze the inhibiting factors for the implementation of policies for handling street children in the city of Surabaya by using the Van Meter and Van Horn theory of policy implementation. The method used in this research is descriptive qualitative. The result of the research is that the implementation of the policy for handling street children at UPTD Kampung Anak Negeri has been quite successful, even some of the children who live in Kampung Anak Negeri often get achievements. However, there are inhibiting factors for implementing policies for dealing with street children, including the attitudes and behavior of street children who need time to change them so that they behave better in the future, and there is still a lack of human resources for special supervisors because the number of children living in Kampung Anak Negeri is not A little.
