Abstract

The problems that can be seen in the reality that occur to the people who are the target of implementing OSS are still considered not to be effective and not efficient. This can be proven by the existence of various kinds of obstacles, namely First, the lack of incessant socialization aimed at the community. It is known that the OSS licensing service aims to provide convenience in processing permits quickly and precisely without having to come directly to the office. Even though the OSS system has been launched, there are still many people who are not familiar with it. Second, there is a lack of coordination between OPDs regarding existing business permits. If there is a lack of coordination, it will be difficult and hampered in obtaining permits. Third, facilities and infrastructure as well as human resources have not been properly maximized to support the successful use of the OSS system. The purpose of this study is to describe in depth and analyze the Implementation of the Online Single Submission Risk Based Approach (OSS RBA) Policy in the DPMPTSP of Sampang Regency. The research method uses qualitative research methods with a descriptive approach. The data sources used are primary data and secondary data. The results of the study show that the implementation of the OSS RBA Policy in DPMPTSP is quite good, but there are still a number of problems such as there are still many business actors who are technologically illiterate due to the age factor, the lack of intensive socialization aimed at the community, the imperfect OSS RBA so that access errors still occur frequently. and system updates that tend to be sudden without any prior notification from the OSS agency as well as access error problems related to time limits.
