Abstract

The government has the opportunity to organize services through more effective bureaucratic channels, and local governments have the opportunity to improve public services, especially in the field of population administration. However, the Mojokerto City Population and Civil Registration Office still has problems regarding population administration services related to ownership of death certificates, namely that there are still many heirs who are not moved to quickly take care of death certificates for family members who have died. Related to these problems, the Population and Civil Registration Office of Mojokerto City has created an innovation that makes it easier for people to process death certificates, namely "Pak Mawardi". The existence of innovation breakthroughs is one important aspect of the realization of quality public services. Service innovation can be said to be successful if it provides convenience and has effective and efficient procedures. In this study, using Everett M. Rogers' innovation success theory with five indicators consisting of: relative advantage, namely innovation has advantages or more value than previously existing innovations; compatibility, namely innovation has compatibility with previous innovations; complexity, namely new innovations certainly have a level of complexity; triability, namely innovation has been tested and is well received by the community; observability, namely innovation can be observed in terms of how innovation is applied and provides better things. The results of this study indicate that Pak Mawardi's innovation for processing death certificates has gone well. The indicators of relative advantage, compatibility, complexity, triability, and observability are in accordance with what is expected by the Mojokerto City Population and Civil Registration Office. The conclusion of this study is that Pak Mawardi's innovation makes it easier for people to process death certificates. The suggestion of this research is to continue to provide education and socialization regarding the importance of death certificates and the use of Pak Mawardi's innovation in processing death certificates.
