Abstract
Permasalahan administrasi kependudukan di Kabupaten Sidoarjo dapat dikatakan masih banyak terjadi utamanya di tingkat desa, baik itu dari segi pengetahuan warga terkait pentingnya melakukan pembaruan data pada dokumen kependudukan maupun kepemilikan dokumen kependudukan warga yang belum lengkap. Menjawab hal tersebut pemerintah Kabupaten Sidoarjo mengeluarkan sebuah kebijakan publik yang berfokus pada penangananbidang administrasi kependudukanagar tercapai kondisi tertib administrasi kependudukan melalui Kebijakan Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA). Penelitian ini memiliki tujuan untuk mengetahui sejauh mana Implementasi Kebijakan Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA) Sebagai Upaya Tertib Administrasi Kependudukan di Kabupaten Sidoarjo di Desa Simogirang, Kecamatan Prambon, Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data berasal dari wawancara, observasi dan dokumentasi. Indikator penelitian ini menggunakan teori model implementasi kebijakan publik oleh George C. Edward III yang terdiri dari 1) Komunikasi, 2) Sumber Daya, 3) Disposisi, dan 4) Struktur Birokrasi. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA) di Desa Simogirang adalah masih belum terlaksana dengan baik dan belum mampu menciptakan kondisi tertib administrasi sebab minimnya keterlibatan masyarakat yang sebagai sasaran kebijakan ini dan masih kurangnya perhatian tentang pentingnya mengurus administrasi kependudukan, pengetahuan masyarakat terhadap penerapan kebijakan Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA) masih sangat rendah, dan kemampuan menggunakan teknologi yang juga cukup rendah untuk usia diatas 40 tahun.
