Abstract

The implementation of the Information System for Measurement and Analysis of Civil Servant Allowances (SIPANTAS) policy is based on the authority of the Gresik Regency Personnel and Human Resources Development Agency (BKPSDM) in its efforts to measure employee performance. With the policy of this application, Civil Servants are no longer confused about what will be the duties of their position. This policy also includes an employee performance appraisal based on input from each employee on their assignments and the results of their work, as well as based on the attendance list. This activity is carried out every day within a period of per month and will get a reward in the form of a performance allowance. This application must be used by the Office of the Personnel and Human Resources Development Agency (BKPSDM) and Gresik Regency Regional Apparatus Organizations. In this study using descriptive research with a qualitative approach. It is limited by 2 research focuses, namely: (1) Implementation of SIPANTAS Policy in measuring employee performance at BKPSDM Gresik Regency and (2) Obstacles to Implementation of SIPANTAS Policy in measuring employee performance at BKPSDM Gresik Regency. Data obtained through observation, interviews, and documentation in the field. While data analysis namely data reduction, data presentation, and conclusion drawing. The results of this study indicate that the existence of the Sipantas policy in assessing employee performance is better than previously done manually. In this performance appraisal, superiors can see the performance of each employee in accordance with the employee performance targets in accordance with their position. This performance appraisal is felt to be very effective because it no longer requires paper in reporting but instead uses technology, and can make it easier to review at any time. In implementing the Sipantas policy at BKPSDM Gresik Regency, it is also felt that the implementation is not good because there are still limitations from employees in using technology, especially employees who are elderly, they will feel they do not understand even though socialization has been held. Therefore, more socialization is needed, especially for employees who are elderly.
