Abstract
Participatory planning, in the preparation of development programs that are really needed by the community is carried out through focused or directed community group discussions. Factors of production can be carried out optimally and the aim is to increase people's production and income, expand employment opportunities or reduce unemployment, develop new local activities that are also realized optimally, improve education and public health, increase self-sufficiency and increase a sense of togetherness . To conduct research, researchers must observe informants, interact with them, and try to understand their language and interpretations. As a result, researchers must remain directly involved in research for quite a long period of time, the community is involved since the first cycle of financial management, actively participates in community planning. Modong itself managed to manage administration well, but it was not optimal. The results of the research using a qualitative descriptive method based on accountable, participatory, transparent principles conducted at the Modong Village government concluded that financial management in Modong Village was managed in accordance with national laws and regulations, which can be seen for example. The financial management process includes stages. starting from Transparency, Accountability, Participation, everything is done transparently to the public.
