Abstract
Street vendors (PKL) are people who produce and offer products and services to meet the demands of certain groups of people with relatively little business capital. Street vendors (PKL) usually use unsuitable spaces such as roads, sidewalks, and in front of shop buildings that are not specifically designated as a place to sell. The rise of street vendors in Sidoarjo creates new problems. The Regional Regulation of Sidoarjo Regency number 3 of 2016 concerning structuring and empowering street vendors was made. The purpose of this research is to evaluate the structuring and empowerment of street vendors in Taman Pinang Indah Sidoarjo. This type of research uses qualitative methods using indicators from William Dunn namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, Accuracy. The results of this study the application of structuring and empowerment policies to street vendors in Taman Pinang Indah Sidoarjo is still not optimal. In implementing the policy, it only regulates the street vendor arrangement program not to sell in the Taman Pinang Indah area. Meanwhile, the empowerment program has not yet been given because the majority of street vendors do not have a Sidoarjo Identity Card. However, the structuring program has yielded results, namely being able to overcome traffic jams in the Taman Pinang Indah Sidoarjo area. Key words ; Policy, Evaluation, Street vendor
