Abstract
Electronic government or e-government is the government's effort to organize electronic-based public service activities or Information and Communication Technology (ICT) in order to improve the quality of services to make them more effective and efficient. Such as health service innovation in terms of queues at the Tarik Puskesmas which are based on the SIAP Tarik application in order to improve health services to people who are queuing for treatment at the Tarik Puskesmas to make it more effective and efficient. The aims of this study were to: (1) Analyze Health Service Innovations Based on the Application Sistem Informasi Antrian Puskesmas Tarik (SIAP Tarik) in Sidoarjo Regency with the theory of 6 important components in the implementation of e-government according to Richardus Eko Indrajit (2007), (2) Analyze Factors constraining Health Service Innovation Based on the Application Sistem Informasi Antrian Puskesmas Tarik (SIAP Tarik) in Sidoarjo Regency. The results of this study indicate that the implementation of the SIAP Tarik application online queuing system is still not entirely good. Because only 2 important components have been running quite well, namely cyber laws and capital, the remaining 4 components namely content development, competency building, connectivity, and citizen interfaces are still not fully running well and there are still some obstacles in implementing the SIAP Tarik application. The conclusion obtained in this study is implementing e-government into a health service innovation in terms of queuing based on the SIAP Tarik application system or the Puskesmas Tarik Queuing Information System when analyzed using egovernment theory from Richardus Eko Indrajit (2007) related to 6 important components in the implementation of e-government are still not running well. It is based on this that the innovation of health services based on the SIAP Tarik application system can be stated that it is still not good or not optimal.
