Abstract

The City of Surabaya itself has Regional Regulation No. 1 of 2019 which is the result of a revision of the Regional Regulation of the City of Surabaya Number 5 of 2014, taking into account: that in order to realize a comprehensive and integrated waste management policy in the City of Surabaya in accordance with environmentally sound principles so as not to endanger health for society and the environment, bring benefits to the economy, and can change the way people treat waste. The purpose of this study is to analyze and describe the role of the Surabaya City Environmental Service based on waste management issues to identify and understand the role of policies and programs from the Surabaya City Environmental Service in dealing with waste problems in the City of Surabaya. This study uses a qualitative descriptive research type using the theory of Iyas Yusuf by looking at three discussions, namely the role of government as a Regulator, Dynamicsator and Facilitator. The results of this study found that the efforts made by local governments to increase public understanding of waste management at all levels of society can be divided into three (three) partition target groups, and policy makers need to be aware of their role in supporting these policies. Local government plays a very important strategic role in this regard. The conclusion of the results obtained in the current waste transportation and pickup service process, the Environmental Service acts as a regulator, mover, and facilitator in waste management in the City of Surabaya. Although not all people can be served well, some have been able to provide satisfaction. Responses from informants and the Department of the Environment who acknowledged that waste management had not been carried out properly in the community based on observations and interviews with institutions or the community.
