Abstract

Public policy is whatever the government chooses to do or not to do. Based on the stages, after the decision to ratify a policy is implemented, the policy implementation stage is carried out. The importance of public policy implementation is to examine in depth to achieve the success of a goal. The research used in this research is descriptive research with a qualitative approach. This descriptive research is used so that researchers can explain the events that occurred and describe the conditions that are appropriate in the field, but also do not provide manipulation. The focus of this study uses the policy implementation model proposed by George C. Edward III with 4 (four) variables that affect policy implementation, namely communication, resources, dispositions, and bureaucratic structure. The results obtained in the study show that the implementation of Surabaya Mayor Regulation Number 112 of 2022 concerning the Establishment and Development of Neighborhood Associations, Community Associations and Kelurahan Community Empowerment Institutions, namely in the process of implementing the election of RT, RW and LPMK Chairmen in Pegirian Village that all variables of policy implementation have been running well although there are still inhibiting factors. The most felt inhibiting factor in the implementation of this policy is financial resources, because each RT or RW has different financial capabilities to hold elections so that it is not evenly distributed.
