Abstract
Implementation is an activity carried out by planning and referring to certain rules to achieve an activity. In essence, implementation can be done if there is already a plan or concept that is carried out. Transportation plays an important role in the city system because public transportation is one of the facilities that is needed by society today. The purpose of transportation development is to increase the effectiveness, efficiency, reliability and quality of transportation services nationally, as well as to be integrated with regional development and distribution systems that can provide public services to the community. An effort made by the government is to introduce a transportation service called Friends of the Bus. Friends Bus is an implementation of the Buy The Service program created by the Ministry of Transportation of the Republic of Indonesia. The purpose of this study was to find out how the Friends of the Bus program was implemented in the city of Surabaya. By using a qualitative method, it means that the data collected comes from direct observation through interviews and documentation. The results of this study indicate that there are 6 components, 5 of which are already running well, namely: the size and objectives of the application policy do not provide travel schedules, resources which include human resources and financial resources can be said to be sufficient and running well, the characteristics of compliance implementing agents on the regulations in running the program by following standard operating procedures, the attitude of the executors shows high commitment and responsibility towards policies, inter-organizational communication and activity activities. Buses, an easy payment system and low fares, the mayor's positive support for the Bus Friends program. Keywords : Implementation, Transportation, Friends of the Bus
