Abstract

The implementation of population administration is a mandatory duty of the government in providing protection to the public with activities in controlling public population documents and data. Surabaya Dispendukcapil is in charge of providing population administration services to Surabaya residents. In accordance with the vision and mission of the Surabaya Dispendukcapil service, namely the realization of accurate population data and people who are aware and orderly of population administration, the Surabaya Dispendukcapil has developed various innovations, one of which is the Kalimasada Program Innovation (Kawasan Lingkungan Masyarakat Sadar Adminduk). The Kalimasada Program Innovation is carried out at the urban village level in the Surabaya City area which aims to raise awareness of the understanding and importance of managing population documents. The Kalimasada Program Innovation requires the role of the neighbourhood head and the participation of the residents. Kebraon Urban Village, Surabaya City, is one of the urban villages in Surabaya City that has implemented the Kalimasada program innovation. Leadership style is a method used by the neighbourhood head to generate citizen participation in the field of population administration. The aims of this study were: (1) to analyze the effect role of the transformational leadership of the neighbourhood head on the innovation of the Kalimasada program in the Kebraon Village, Surabaya City, (2) to analyze the influence of the role of citizen participation on the innovation of the Kalimasada program in the Kebraon Village, Surabaya City, (3) To analyze the influence of the transformational leadership role of the neighbourhood head and citizen participation on the Kalimasada program innovation in the Kebraon Urban Village, Surabaya City. This study uses a quantitative approach. The research location is in the Kebraon Urban Village, Surabaya City. The type of measurement scale used is the Likert scale. This study used nonprobability sampling with incidental sampling technique from the entire population that was used as a sample, so that there were 100 residents who were used as respondents. The questionnaire is the primary data used in this study. The results of this study indicate that there is a moderate and low relationship between variables of the transformational leadership of the neighbourhood head (X1) and citizen participation (X2) towards the Kalimasada program innovation (Y) in Kebraon Urban Village, Surabaya City which can be proven in the analysis of the correlation coefficient (R) obtained by 0.450 and the coefficient of determination (R2 ) is 0.203. Even though there is a moderate and low relationship, the transformational leadership variables of the neighbourhood head (X1) and citizen participation (X2) have a significant impact on the innovation of the Kalimasada program (Y) in the Kebraon Urban Village, Surabaya City. This can be proven by the results of the T test showing that tcount > ttable or 3.730 > 1.985 for variable of X1 and 3,758 > 1,985 for variable of X2 and the results of the F test showing that Fcount > Ftable or 12,320 > 3,09. The two hypothesis tests have a significance value, which is 0.000 < 0.05. The conclusion obtained in this study is that there is a moderate and low relationship between variables of the transformational leadership of the neighbourhood head (X1) and citizen participation (X2) towards the Kalimasada program innovation (Y) in Kebraon Urban Village, Surabaya City. Even though there is a moderate and low relationship, the variables of the transformational leadership of the neighbourhood head (X1) and citizen participation (X2) have a significant impact on the innovation of the Kalimasada program (Y) in the Kebraon Urban Village, Surabaya City.
