Abstract

This study aims to determine the implementation of Low-Income Flats (Rusunawa) Management Policies as an Effort to Provide Adequate Housing for Low-Income Communities (MBR) in Keputih Rusunawa, Surabaya City. This study uses qualitative research methods with data collection techniques through observation and interviews with several informants. This research focuses on the Mayor of Surabaya regulation Number 83 of 2022 in article 2 where it says that "Every resident of the area as referred to in paragraph (1), namely residents of the area who do not yet have a home, can use flats as temporary shelter, is the MBR recorded in regional MBR data. This study uses the theory put forward by Edward George III regarding Policy Implementation which includes four assessment indicators, namely communication; resource; disposition; and bureaucratic structure. The results of the study show that there is still a discrepancy between the requirements for using the Rusunawa and the conditions in the field. This is due to several factors that influence it. One of them is the lack of specific classification of requirements. Therefore, it is necessary to carry out regular monitoring and evaluation by the relevant Office or UPTD.
