Abstract

Land certificates are handled by the National Land Agency of the Republic of Indonesia (BPN RI), a government agency that is in the agrarian or land sector. Since 2013 the National Land Agency/Ministry of Agrarian Affairs and Spatial Planning has implemented bureaucratic reforms. In improving the quality of public services in the land sector, the Land Office of the City of Surabaya II carried out bureaucratic reform through the Priority Counter service, this service is specifically for applicants who manage themselves without power of attorney. The theory used in this study is the theory of policy implementation according to George C Edward III. The research method uses qualitative research methods with a descriptive approach. The results of the study show that the implementation of Priority Counter services is fairly good, but there are still some obstacles such as the existing building facilities at the Surabaya City Land Office II are still too small and the parking area is narrow.
