Abstract

Governor Regulation Number 85 of 2018 is a design made to compile a series of tasks and functions and work procedures for the Regional Technical Implementation Unit of the East Java Provincial Social Service. The Marsudi Putra Surabaya Technical Implementation Unit was chosen as one of the units that fosters Delinquents as Beneficiaries by analyzing from a behavioral change coaching perspective. The purpose of this research is to analyze and describe the implementation of social protection and rehabilitation policies for beneficiaries at the Marsudi Putra Technical Implementation Unit in Surabaya. factors as the basis for analyzing. The results of this study found that the Marsudi Putra Surabaya Technical Implementation Unit has carried out coaching and distributed social assistance in the form of skills equipment for beneficiaries in accordance with the applicable provisions of more than 74 ex-clients each year from the Governor's Regulation policy established in 2018. Conclusion The results obtained from this study are that the Marsudi Putra Surabaya Technical Implementation Unit has implemented its duties to provide social protection and rehabilitation in the form of coaching to beneficiaries in terms of entrepreneurship through policies that have been implemented. In fact, through Merilee S. Grindle's theory, the policy context shows that the UPT has a strategy in the form of an Operational Plan of Activities and the powers of the actors involved from the East Java Provincial Social Service, but the content of the policy is found to be incompatible with the location of decision making, namely the target group of beneficiaries and the resources deployed. not in accordance with the target number of beneficiary coaching.
