Abstract
The spirit of E-Government is the use of Information Technology as a tool and its utilization makes government services run more efficiently. E-Government provides new opportunities to improve the quality of government. The East Java Provincial Government's seriousness in implementing E-Government is also proven by the issuance of the Governor of East Java Decree Number 188/126/KPTS/013/2022 concerning the 2022 East Java Provincial Government Electronic-Based Government System Coordination Team which has the task of providing recommendations for technology development directions information and communication as well as coordinating the implementation of the Electronic-Based Government System (SPBE) within the East Java Provincial Government. However, the results of observations made show that the development of employees within the Development Administration Bureau of the Regional Secretariat of East Java Province has not fully proceeded as expected. The purpose of this study is to identify and analyze the Development of Apparatus Resources and the inhibiting factors in the implementation of EGovernment at the Development Administration Bureau of the Regional Secretariat of East Java Province. Researchers use qualitative research methods. The focus of this research is to discuss how to develop human resources in the Development Administration Bureau of the Regional Secretariat of East Java Province. The research instrument is through interviews. Informants in this study were the Development Administration Bureau of the Regional Secretariat of East Java Province, Heads of Administration Subdivisions, Functional Officers and Staff at the Development Administration Bureau of the Regional Secretariat of East Java Province. The results show that the development of Human Resources is still not paid enough attention to by the Development Administration Bureau of the Regional Secretariat of East Java Province, this can be seen from the low interest of employees (staff) in carrying out new things, especially in education and training and the lack of ability to think or reason/ logic in order to optimize the application so that the impact on the performance of employees is not optimal.
