Abstract

ABSTRAK Rina Yanti, NIM : 1162000022, Judul Implementasi Program Percepatan Penanganan Stunting Di Desa Kayakah Kecamatan Amuntai Selatan Kabupaten Hulu Sungai Utara. Dibawah bimbingan bapak Prof. Dr. V. Rudy Handoko, MS sebagai pembimbing I dan ibu Dr. Endang Indartuti, M.Si sebagai pembimbing II Penelitian ini di latarbelakangi oleh tingginya angka stunting di Desa Kayakah sebesar 27% di tahun 2022 yang tidak mencapai standar WHO yaitu 20%. Stunting merupakan bentuk gagal tumbuh kembang yang menyebabkan gangguan pertumbuhan linear pada balita akibat dari ketidakcukupan nutrisi yang berlangsung lama, mulai dari masa kehamilan sampai 1.000 hari pertama kelahiran (HPK). Penelitian ini bertujuan mendeskripsikan implementasi kebijakan penanganan stunting dan menjelaskan faktor penghambat implementasi kebijakan penanganan stunting. Metode yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif dengan teknik pengumpulan data yaitu wawancara, observasi dan dokumetasi, dan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menggunakan teori Van Meter dan Van Horn yaitu standar dan sasaran kebijakan, sumber daya, komunikasi antar organisasi, karakteristik badan pelaksana, lingkungan ekonomi, sosial dan politik, dan disposisi atau sikap para pelaksana untuk menganalisis bagaimana implementasi kebijakan penanganan stunting dalam rangka menekan tingginya angka stunting. Hasil dari penelitian ini menunjukkan bahwa implementasi kebijakan penanganan stunting belum dilakukan dengan baik dengan mengacu pada Surat Keputusan Bupati HSU nomor 188.45/11/kum/2019 tentang koordinasi percepatan penanganan stunting di Kabupaten HSU, tetapi masih ada program dari kebijakan tersebut yang belum terlaksana secara optimal, seperti pelaksanaan intervensi spesifik dan intervensi sensitif. Hasil dari penelitian disarankan : 1. Meningkatkan pelaksanaan sosialisasi 2. Meningkatkan pelaksanaan intervensi sensitif dan intervensi sfesifik. 3. Kerja sama antar stakeholder lebih ditingkatkan lagi. Kata Kunci : Implementasi, Percepatan, Penanganan, Stunting
