Abstract
Services are events carried out by individuals or groups of people based on resources through systems, processes and other methods to meet the needs of other people related to their rights. While public services are provided by the government, private sector or public bodies, with or without paying for the needs and or interests of the residents, one of which is the service provided by the Technical Implementation Unit of the Fire Department. This study was designed using a qualitative method with a descriptive approach to the organizational restructuring process after the change in structure at the Fire Service, from a unit in the Civil Service Police Unit in East Java Province to an OPD in Gresik district, as well as studying efforts to improve service quality. Qualitative data analysis techniques are data analysis process that does not involve or in the form of numbers Data analysis is carried out using a descriptive approach. The results of the research are based on that the task of handling fire disasters is supported by 2 (two) main components namely response time and weight of attack but is extended to what conditions fire prevention efforts have been carried out, conducting fire hazard risk analysis and calculations in the deployment of human resources, vehicles and equipment (logistics) commensurate with these risks. In line with the community participation which is the hope of the Gresik DPKP, the role of synergy between related agencies must also be a serious concern because this is where the administrative functions of the city government run well or not. The only involvement of related agencies is carried out through coordination of the implementation of tasks embodied in the Fixed Procedure (PROTAP).
