Abstract
In the midst of the situation of the Implementation of Restrictions on Community Activities (PPKM), Satpol PP officers in the city of Surabaya are often faced with substantive problems in the field of public order. They found these problems among middle to lower business actors, namely street vendors (PKL). Reflecting on this problem, the author is here to research and find out how persuasive communication was carried out by Satpol PP officers in the city of Surabaya in an effort to control street vendors (PKL) during the Implementation of Restrictions on Community Activities (PPKM). This study uses qualitative methods with data collection techniques, namely observation, interviews and documentation. The theory used in this study is Campaign Communication Theory (communication campaign theory). This theory talks about communication aimed at the general public in a larger scope with clear and systematically planned goals. From the results of the research conducted, it was found that persuasive communication was carried out by officers with an approach that paid attention to the factors of awareness, attitude and action. The approach used is a cultural approach. This approach aims to facilitate the efforts to control the civil service police. With the stages of socialization, handling, to control.
