Abstract

Kantor Kesyahbandaran Utama Tanjung Perak telah meluncurkan inovasi pelayanan publik berbasis digital yang bernama E-Office, dimana pada aplikasi tersebut merupakan bentuk kongkrit pemerintah dalam melakukan suatu inovasi dengan memanfaatkan teknologi informasi serta komunikasi. Penerapan E-Office merupakan wujud Kantor Kesyahbandaran Utama Tanjung Perak dalam mengimplementasikan mandate dari Undang-Undang No.14 Tahun 2008 tentang Keterbukaan Informasi Publik yang berpedoman pada kemudahan bagi pengguna, ketersediaan informasi publik, mengurangi keterbatasan, transparansi dan akuntabilitas. Namun dibalik adanya suatu inovasi pelayanan publik memiliki beberapa hal yang perlu ditekankan dalam penerapan sebuah perubahan serta manfaat apa saja yang dapat dirasakan bagi penggunanya. Penelitian ini untuk mendeskripsikan dan menganalisis manfaat inovasi pelayanan publik Kantor Kesyahbandaran Utama Tanjung Perak guna mewujudkan ketebukaan informasi publik. Jenis penelitian yang digunakan yakni deskriptif kualitatif. Sedangkan fokus penelitian memakai teori inovasi pelayanan publik yang berkenaan tentang manfaat, menurut Richard Heeks (LAN, 2007) yang membagi manfaat teknologi dan informasi menjadi dua kelompok yakni manfaat pada tingkat proses dan manfaat tingkat pengelolaan. Pada penelitian ini menggunakan analisis data yang didalamnya yaitu mulai dari pengumpulan data, kemudian mereduksi data, lalu disajikan datanya dan melakukan kesimpulan. Hasil dari penelitian ini membuktikan bahwa inovasi pelayanan publik pada Kantor Kesyahbandaran Utama Tanjung Perak memiliki manfaat dalam mewujudkan keterbukaan informasi publik karena didalamnya tersedia layanan informasi yang dibutuhkan oleh penggunanya seain itu dewasa ini pemanfaatan teknologi informasi dan komunikasi memiliki peran penting pada sebuah inovasi.
