Abstract

Penelitian ini menggunakan indikator isi kebijakan dan indikator konteks implementasi untuk menjelaskan bagaimana Permenkes Nomor 10 Tahun 2021 tentang Pelaksanaan Vaksinasi dalam Rangka Penanggulangan Covid-19 di Puskesmas Gayungan Surabaya. Strategi pengumpulan data yang digunakan dalam penelitian meliputi wawancara , observasi, dan dokumentasi. Metode penelitian yang digunakan adalah metode penelitian pendekatan kualitatif. Hasil penelitian dapat disimpulkan bahwa implementasi kebijakan vaksinasi Covid-19 di Puskesmas Gayungan berjalan cukup baik meskipun belum maksimal karena masih terdapat kendala yaitu masyarakat yang memiliki penyakit bawaan dan masyarakat yang enggan mendapatkan vaksin karena menganggap masih belum perlu menunjukkan bukti vaksin. Dengan adanya pelaksanaan vaksinasi covid-19 di Puskesmas Gayungan, output yang dihasilkan setelah kebijakan yakni dampak masyarakat cukup antusias untuk melakukan vaksinasi karena adanya strategi pemberian reward oleh Puskesmas untuk menarik minat masyarakat agar mau untuk di vaksin. Seiring dengan penyesuaian atau hasil yang dibawa oleh program vaksinasi ini, jumlah kematian akibat Covid juga menurun. Pelaksanan vaksinasi di Puskesmas Gayungan dapat berjalan dengan baik juga didorong dengan peran kerja sama dari pemerintah dengan swasta yang baik dan sumber daya yang tercukupi.
