Abstract
Public relations plays an important role in organizations or companies. Especially in government institutions that have the task of serving the community with satisfying services. And to create satisfactory service, namely by improving or optimizing the quality of performance in every part of the Public Relations division. One of the tasks of public relations is to improve the company's image. This study aims to determine the East Java Regional Police Public Relations Communication Strategy in Improving the Image of Police Institutions based on the One Way Communication concept from Harlod Laswell and the four-step Public Relations process concept from Broom, Cultip and Centre. This study uses a qualitative method with a descriptive type which aims to obtain correct and objective data. The techniques used in data collection are documentation, interviews and observation. The object of this research is East Java Regional Police Public Relations. The results of this study are the Public Relations of the East Java Regional Police in communicating with the public using one-way communication. As with the duties and functions of providing information to the public by posting the latest news on activities that have been carried out by the Police. And also providing education to the public in the form of videos that are intended to improve the image of the Police, such as video content for making SKCK, making driver's licenses and other educational videos. In carrying out its communication strategy, East Java Regional Police Public Relations uses four communication strategy processes, namely by defining problems or analyzing problems, making plans and programs, acting and communicating, and evaluating.
