Abstract

Pengelolaan Alokasi Dana Desa Dalam Pemeberdayaan Masyarakat Desa ( Studi Pada Desa Buduran Kecamatan Buduran Kabupaten Sidoarjo). Salah satu Strategi Pemerintah untuk membantu agar desa menjadi mandiri dan otonom dengan memberikan Alokasi Dana Desa (ADD). Alokasi Dana Desa merupakan wujud dari pemenuhan hak desa untuk menyenggarakan otonominya agar tumbuh dan berkembang mengikuti pertumbuhan dari desa itu sendiri berdasarkan keaneragaman, partisipasi, otonomi asli, demokrasisasi, pemberdayaan masyarakat dan meningkatkan peran pemerintah desa dalam memberikan pelayananan dan meningkatkan kesejahteraan masyarakat, kurangnya pengetahuan masyarakat tentang Alokasi Dana Desa di Desa Buduran Kecamatan Buduran Kabupaten Sidoarjo, saya tertarik untuk melakukan penelitian tentang pengelolaan Alokasi Dana Desa Dalam pemberdayaan Masyarakat Desa. Oleh karena itu perlu dilakuakan penelitian untuk mengetahui efektivitas pengelolaan Alokasi Dana Desa dalam upaya pemberdayaan masyarakat desa serta mengetahui faktor penghambat dan pendukung yang dihadapi dalam pelakasanaan Alokasi Dana Desa di Desa Buduran. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif yang menggunakan metode analisis Milles dan Huberman. Hasil penelitian menunjukan bahwa sebagai dari dana ADD untuk pemberdayaan Masyarakat digunakan untuk biaya oprasional pemerintah desa dan BPD sehingga pengguanaan ADD tidak sesuai dengan peruntukanya. Faktor pendukung dalam pengelolaan ADD adalah partisipasi masyarakat. Faktor penghambat, kualitas sumber daya manusia dan kurangnya pengawasan langsung oleh masyarakat.
