Abstract

Surabaya City is a city that was affected by the Flood Disaster. It is impossible to avoid flood events because the city of Surabaya has become a regular flood customer every time the rainy season comes. The large number of property losses and losses to the community during this flood event occurred, more often due to a lack of awareness from the community and understanding of the government and the community regarding potential disaster vulnerabilities and efforts to coordinate between cities to deal with disasters. This study aims to explain the Implementation of Flood Disaster Mitigation Management Policies at BPBD Surabaya City. This research method uses descriptive qualitative research methods. This research was conducted using the theory of Van Meter and Van Horn which explained six indicators, namely policy size and objectives, resources, characteristics of implementing agents, attitudes of implementers, communication between organizations and activities, and the social, political, economic environment. The results of this study indicate that the implementation of disaster mitigation in the city of Surabaya still has policy measures that have not been met, because there are still targets for the implementation of disaster mitigation that have not been achieved. The purpose of flood disaster mitigation activities is to help residents how to evacuate themselves, their families and property so as to minimize losses and casualties. The implementation of flood disaster mitigation training activities in the city of Surabaya has been supported by competent human resources. However, there are constraints on financial resources because the budget from the APBD cannot cover all areas in Surabaya.
