Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan mengenai Implementasi Kebijakan Pengelolaan Barang Milik Negara pada Kantor Otoritas Pelabuhan Utama Kota Makassar. Dan menganalisis dengan menyesuaikannya dengan teori-teori yang berada di dalam literatur model implementasi George C. Edward III. Dalam penelitian ini menggunakan indikator keberhasilan menurut teori George C. Edward III yaitu: (1) Komunikasi (2) Sumber Daya (3) Disposisi atau Sikap Pelaksana (4) Struktur Birokrasi. Peneliti memilih untuk mengacu pada teori Implementasi Kebijakan tersebut, karena menurut peneliti teori ini relevan dengan masalah masalah yang penulis temui selama dilapangan serta mudah dipahami dan lebih tepat untuk mengukur sebuah keberhasilan sebuah implementasi dalam pengelolaan Barang Milik Negara di Kantor Otoritas Pelabuhan Utama Makassar. Karena teori ini memiliki empat indikator yang saling berkaitan satu sama lain, sehingga jika ada salah satu komponen tersebut yang gagal maka implementasi kebijakan tidak dapat berjalan secara optimal. Karena implementasi kebijakan secara praktis memerlukan adanya beberapa komponen yang terkait sehingga menjadikannya terarah. Teknik Pengumpulan data dengan wawancara, observasi, dan dokumentasi. Penelitian ini adalah penelitian kualitatif deskriptif. Berdasarkan hasil penelitian menunjukkan bahwa, (1) Komunikasi pelaksanaan pengelolaan Barang Milik Negara sebagian telah berjalan dengan cukup baik pada Kantor Otoritas Pelabuhan Utama Makassar. Tapi ada komunikasi yang perlu diperbaiki oleh para pengguna barang dengan penanggung jawab BMN di kantor, karena ada beberapa pegawai yang meminjam barang tanpa izin dari penanggung jawab BMN. (2) Sumber Daya pelaksanaan pengelolaan BMN telah sangat terpenuhi sehingga implementasi kebijakan dapat terealisasikan dengan baik. Baik dari segi sumber daya anggaran dan fasilitas sudah sangat memenuhi guna menunjang pelaksanaan tugas kantor. (3) Disposisi dalam mengimplementasikan kebijakan terkait Pengelolaan Barang Milik Negara telah berjalan dengan cukup baik. Tetapi ada beberapa pegawai dan staff lain sebagai pengguna barang yang kurang bertanggung jawab dalam memelihara BMN. Contohnya setelah menggunakan atau memindahkan barang mereka tidak mengembalikan barang tersebut pada tempatnya lagi. (4)Struktur Organisasi Kantor Otoritas Pelabuhan Utama Kota Makassar sudah berjalan dengan cukup baik. Struktur pelaksanaan kebijakan dan penyebaran tanggung jawab dalam mengelola BMN yang dilaksanakan tanpa adanya tumpang tindih dengan tetap mencakup pembagian tugas secara menyeluruh dalam melaksanakan tugas
