Abstract

Kemiskinan merupakan salah satu masalah sosial yang dialami oleh bangsa Indonesia. Berdasarkan kriteria yang digunakan oleh Badan Pusat Statistik untuk mengukur kemiskinan, bahwa kondisi rumah yang tidak layak huni merupakan salah satu ciri dari kondisi masyarakat yang miskin. Untuk mengatasi masalah kemiskinan ini pemerintah berupaya untuk mengurangi rumah tidak layak huni yakni melalui Program Bantuan Stimulan Perumahan Swadaya (BSPS). Penelitian ini dilatar belakangi oleh informasi yang berkembang dimasyarakat bahwasannya Desa Lamabayung mendapat bantuan dari pemerintah untuk merenovasi rumah- rumah masyarakat dengan progres yang sangat baik. Penelitian ini bertujuan untuk mengetahui pengelolaan Program bantuan Stimulan Perumahan Swadaya (BSPS) oleh Dinas Perumahan, kawasan Pemukiman dan Pertanahan Kabupaten Flore Timur serta faktor pendukung dan penghambat dalam pengelolaan. Dalam penelitian ini menggunakan metode deskriptif kualitatif dengan subyek peneliti adalah pihak pengelola program yaitu Dinas Perumahan, Kawasan Pemukiman dan Pertanahan kabupaten Flores Timur dan Pihak penerima program yaitu Desa Lamabayung. Data yang diperoleh melalui data primer yaitu wawancara dan data sekunder melalui dokumen. Penelitian ini menggunakan teori pengelolaan menurut George R. Terry. Hasil dari penelitian ini menunjukan bahwa Pengelolaan Program Bantuan Stimulan Perumahan Swadaya (BSPS) oleh Dinas Perumahan, Kawasan Pemukiman dan Pertanahan kabupaten Flores Timur pada Desa Lamabayung melalui perencanaan, pengorganisasian, pergerakan/pelaksanaan dan pengawasan sudah terlaksana dengan baik. Adapun faktor pendukung dalam pengelolaan ini adalah tingginya partisipasi pemerintah desa Lamabayung serta masyarakatnya. sedangkan faktor penghambatnya adalah keterlambatan pendropingan Bahan dan kurangnya tenaga kerja.
