Abstract

The East Java Library and Archives Service acts as a bureaucratic organization in charge of processing and making programs to preserve and increase the love of reading. It is known, a person who likes to read can spend hours reading. At least in a day he will provide a moment to read. Reading is an integrated unit of activity that includes several activities such as recognizing letters and words, connecting them with sounds and their meanings, and drawing conclusions to understand the meaning of reading. Klein, et al. Therefore, a child who reads with a purpose will tend to understand better than a child who does not have a reading goal. The East Java Library and Archives Service continues to strive to increase people's reading habits with various programs such as DOLEN or online fairy tales, DARLING or traveling children's and youth fairy tales, Mobile Library Cars (MPK), and increasing reading materials. Reading materials are updated every 3 years with a percentage of 5% of the number of books owned, besides the DOLEN program or online fairy tales succeeded in attracting the audience of children to listen to fairy tales online brought by librarians, then Darling and MPK had its implementation halted due to the pandemic that hit. The COVID-19 pandemic caused the performance appraisal of librarians to decline in 2021 even though the performance of librarians was still relatively good according to existing indicators, the decline in performance appraisals did not prevent the East Java Provincial Library and Archives Service from continuing to increase people's reading habits, as a result they succeeded in increasing their love of reading. community reading exceeds the target in the Strategic Plan.
