Abstract
In general, the development of the education sector in Indonesia has made very real progress, in particular improving access to basic education and improving the quality of its services. However, there are still significant disparities in education services in several districts/cities in Indonesia. The Ministry of Education, Culture, Research and Technology has helped many districts/cities to achieve basic education MSS, but there are still certain districts/cities that require more intensive technical assistance. The application of MSS is intended to ensure access and quality for the community to obtain basic services from the district/city government according to the size set by the government. Therefore, basic education services must pay attention to the indicators contained in the MSS for basic education. The objectives of this research are: 1) to analyze the performance of the implementation of MSS in the field of basic education in Sumenep Regency, 2) to develop an evaluation model of MSS policies in the field of basic education in Sumenep Regency. This research is a qualitative research with a qualitative descriptive model (quasi-qualitative). Because the research is qualitative, the philosophical foundation uses a phenomenological approach. In this study, informants were also used to obtain comprehensive information about MSS in the education sector and to fill out MSS instruments that would provide a portrait of the reality of minimal service in the institution. The informants who filled out this instrument were all school principals in Sumenep Regency. This study combines and compares the data obtained from the method of observation, in-depth interviews, and documentation review to obtain correct information related to the research focus. The data analysis technique in this study used descriptivequalitative analysis techniques, namely carefully abstracting every information obtained. In the sense that each data obtained is explained and interpreted in depth and the existing data is analyzed in detail so that it is hoped that adequate conclusions can be obtained. This study resulted in an analysis of MSS performance and an evaluation model for MSS policies in the field of basic education in Sumenep Regency. This performance analysis includes: standard of infrastructure (classroom availability) and management standard (accreditation of education unit). While the evaluation model is aimed at analyzing program achievements, impacts, evaluating the results of policies and efforts made as well as recommendations for future improvements.
