Abstract

Durungbanjar Village is a village representation in Sidoarjo Regency that is able to mobilize village funds to improve the status/index of village development, from developing villages to developed villages. In order to photograph how the implementation of the village fund policy carried out by the village of Durungbanjar, it is necessary to conduct a study of the Public Policy Implementation Model which is studied from the theoretical approach of George C Edward III's policy implementation model. The research method used is descriptive qualitative. The research subject is the government of Durungbanjar village, Candi sub-district, Sidoarjo district. Data was collected through observation, FGD, interviews, and documentation studies. The results of the study found that, in realizing the implementation of optimal use of village funds, Durungbanjar village has technical, practical and strategic steps based on regulations, namely: 1). socialization of village fund policies; 2). Excavation Identification of problems and potentials, as well as participatory selection of proposals; 3). Establish competent planning and implementation human resources; 4) Assistance in Development Activities; and 5). Monitoring and Evaluation. The factors that influence the achievement of successful public implementation, are according to the formulation of the Edward III's model including communication, resources, attitudes, and bureaucratic structures, and are supported by social capital according to the social and cultural characteristics of the Durungbanjar village. Factors of Communication, Resources, Attitudes, and Bureaucratic Structures form a relationship/interaction model building that independently or jointly affects the successful implementation of the village fund policy in the Durungbanjar village. The recommendation that researchers can give is that the implementation of village fund management must pay attention to four variables as formulated by Edward III which is adapted to local conditions. The Communication Model for implementing village fund management policies, especially the communication transmission model by forming a community forum for village community leaders mediated by communication through social media and monthly Arisan meetings, can be used as a basis for implementing village fund management in other villages by adjusting the locality of the village.
