Abstract

The realization of an excellent public service bureaucracy to the community is the mandate of Pancasila and the 1945 Constitution which must be realized by both central and regional governments as public agencies. In the midst of technological developments and the demands of the times, it requires the Regional Secretariat of East Java Province to have a strategy to provide excellent service to the citizens of East Java. Not achievement yet of the predicate as a Regional Government with Excellent Service, as well as the existence of various problems and public complaints related to the public service bureaucracy, triggers and spurs the East Java Provincial Government to realize competitive organizational performance. This research method uses a design prepared for explanatory research (quantitative descriptive) involving Mix Method Research, with a population of bureau employees in the Regional Secretariat of East Java Province. The technique of collecting data is by random sampling from the existing population with a questionnaire research instrument. The number of samples taken from the population using the slovin formulation with the results of a number of 225 respondents. Data analysis used statistical techniques consisting of descriptive analysis describing the characteristics of respondents containing the frequency value (mean), and inferential analysis involving SmartPLS software, to determine the relationship between research variables, The research results showed that: (1) Organizational conflict does not effect on organizational culture, (2) Organizational conflict does not affect organizational performance, (3) Organizational conflict does not affect organizational competitiveness, (4) Organizational environment affects organizational performance, (5) Organizational environment affects on organizational culture, (6) organizational environment affects organizational competitiveness, (7) organizational culture affects organizational performance, (8) organizational culture does not affect organizational competitiveness, (9) organizational performance affects organizational competitiveness. As well as found several exogenous variables that dominantly affect the competitiveness of the organization, with a fairly highxiii influence weight value which significantly influences the endogenous variables. The variables are Organizational Environment, Organizational Culture and Organizational Performance. Furthermore, a strategy is obtained to implement the three variables that affect the competitiveness of the organization.
