Abstract

This flood disaster was not only responded to by emergency response but also to efforts to reduce the risk and impact of disasters in pre-disaster, during disaster and post-disaster. Based on the frequency of flood disasters, it can be seen that there is a fairly good increase. The occurrence of the flood disaster was strongly influenced by natural factors in the form of above normal rainfall and the high tides and low tides of sea water. In addition, human factors also play an important role such as inappropriate land use, dumping garbage into rivers, building settlements in flooded land areas and so on. This is also due to the high rainfall that inundated the residents' settlements and access roads in the area. There needs to be an effort strategy to reduce the risk of disasters in order to minimize the risk of cases of possible disasters occurring again. The research method used is a qualitative method and the type of descriptive research. Data collection techniques used are interview, observation and documentation techniques. Data analysis uses the Miles and Humberman technique with interactive models in the form of reducing data, presenting data, and drawing conclusions. The Kedungbanteng Village flood mitigation strategy carried out by the Sidoarjo Regency BPBD has the Threats and Opportunities faced as well as the Weaknesses and Strengths of the Sidoarjo Regency BPBD, which can be summarized into 3 (three) areas of strategy for flood mitigation efforts in Kedungbanteng Village, namely the RPB Strengthening Strategy Following the Planning Dimension with the Top-Down and Bottom-Up System, the Emergency and Logistics Infrastructure Development Strategy, and the Human Resources Participatory Development Strategy. Based on the TOWS points found, the most effective strategy to reduce flood inundation heights and be able to deal with flood disasters effectively is the Emergency and Logistics Infrastructure Development Strategy. It is also proven, from the efforts made by the Sidoarjo Regency BPBD in 2021, apparently the flood in early 2022 experienced a decrease in the height of the flood inundation every time.
