Abstract

This research is a descriptive qualitative research that aims to analyze the professionalism of the service of the state civil apparatus in providing services for issuing building permits in the city of Surabaya with the locus at UPTSA Surabaya by focusing on the analysis of the professionalism of the service of the state civil apparatus in serving the issuance of building permits in the city of Surabaya. with reference to Siagian's theory of professionalism where professionalism is reflected in the behavior of bureaucrats from the aspect of ability, quality, facilities and infrastructure, number of human resources, information technology, reliability. The data inventory from this research was obtained through interview, sampling, documentation and observation data collection techniques. The results of the study show that (1). The capabilities possessed by the State Civil Apparatus (ASN) at UPTSA Surabaya are quite competent, because in the process of evaluating and accepting employees they have predetermined criteria and are in accordance with the needs required by the agency through tests. acceptance of employees and before going directly to the employees are required to carry out a training period so that later they can provide excellent service to the community. (2). The quality of service, in terms of service products at UPTSA Surabaya, especially the Surabaya Single Windows (SSW) program is quite good, the Surabaya single window program is always updated in accordance with the instructions from the central government policy so that the quality of the service is always up to date. date. (3). Facilities and Infrastructure, by analyzing the existing facilities and infrastructure at UPTSA Surabaya are adequate to support services. Regular repairs and renovations are scheduled and implemented to support a succession of excellent services. (4). The number of Human Resources in supporting the service of granting building permits (IMB) through the Surabaya Single Windows (SSW) is sufficient, but there is a need for additional staff at several service posts related to the online licensing process. (5). Information Technology, Utilization of information technology has been very optimal, as evidenced by the innovation of online-based licensing services through the Surabaya Single Window. (6). Reliability, consistency of the attitude and performance of bureaucrats at UPTSA Surabaya City in providing excellent public services is reflected in the high level of accountability of implementing officials to service programs at UPTSA Surabaya City, also reflected in their seriousness in carrying out their duties. In the succession of licensing services at UPTSA Surabaya City, a very influential factor is the ability of the apparatus and the maintenance of the quality of services provided, for factors that are felt to be an obstacle to the succession are the uneven distribution of staff in each service post in UPTSA Surabaya City, this is likely This is because the number of human resources is still lacking in the staffing structure of UPTSA Surabaya.
