Abstract
UPTD Liponsos Keputih is an agency Technical Implementation Unit of the Surabaya City Social Service which has the responsibility to provide social services in the form of social rehabilitation to Persons with Social Welfare Problems PMKS, including ODGJ, Gepeng, PRSE, Street Children, neglected elderly, and so on who were caught in raids. by Satpol PP, Police, Linmas, joint operations of the apparatus and also submissions from residents of the City of Surabaya. The purpose of this study was to determine the implementation of Surabaya City Government policies in handling PMKS at UPTD Liponsos Keputih by using the theory of policy implementation of the Van Meter and Van Horn (1975) model which uses six variables, namely: (1) standards and objectives, (2) resources, (3) inter-organizational communication and enforcement activities, (4) characteristics of implementing agencies, (5) social, political and economic conditions, (6) the disposition of implementers. The results of this study indicate that there are still obstacles in handling PMKS at UPTD Liponsos Keputih. These constraints are in the resource variable. Human resources and financial resources at UPTD Liponsos Keputih are still inadequate. The conclusion in this study is that the implementation of the Surabaya City Government's policy in handling PMKS at UPTD Liponsos Keputih has not been able to run optimally, because it is constrained in terms of resources. Human resources from the number of employees are still lacking and there are no special employees to handle PMKS, namely Social Workers (Peksos) there are only employees from general backgrounds who are taught how to handle PMKS. Meanwhile, in terms of financial resources related to the budget at UPTD Liponsos Keputih, the lack of impact on the unavailability of facilities and infrastructure for the actualization and development of skills from PMKS.
