Abstract
The Surabaya City Government has implemented various policies to deal with the Covid-19 virus. The policy regarding the Covid-19 pandemic is in the Surabaya Mayor Regulation No. 67 of 2020 and then changed to Surabaya Mayor Regulation No. 10 of 2021. The policies that have been made must be known by all related parties so that the output is optimal. Information dissemination related to health protocol policies was implemented at 22 traffic light points on protocol roads in the city of Surabaya in the form of audio from the Mayor of Surabaya, Eri Cahyadi. The purpose of this study was to analyze the evaluation of public service advertising policies on traffic light and traffic light control pedestrians regarding the socialization of the Covid-19 virus in Surabaya. The results of this study describe the facts based on the policy evaluation indicators belonging to Rendall B. Ripley and Grace A. Franklin. Public service advertisements located at traffic lights are known to the public regarding the context, but people who only pass a few seconds on the protocol road do not listen to the end. Some drivers also wear earphones when driving. Another fact is that traffic lights on roads that are not city roads are also managed by the Surabaya City Transportation Service because the socialization is for the good of the whole community. The conclusion obtained from this study is the procurement of public advertisements on protocol roads in Surabaya, so that access is easy and can cover people in the city of Surabaya in a daily frequency. Traffic light functions as a means of road facilities and infrastructure with the aim of increasing security, safety, order, and traffic smoothness. The procurement of this policy is in accordance with the main duties and functions of each OPD with the direction of the Surabaya City Level Covid19 Task Force. Public complaints related to public service advertisements are handled by the Surabaya City Transportation Service as a form of accountability. The public has implemented health protocols since the beginning of the pandemic, so they don't really care about the context of this public service advertisement.
