Abstract
Dukuh Pakis Office implements service effectiveness by increasing the capacity of its human resources so that services are more optimal and efficient. So far, the performance provided by the Dukuh Pakis Office apparatus, Surabaya City has been quite good, this can be seen from the opinions of the people who use these services and from the opinions of the employees themselves, although there is still a need. The purpose of this research is to show that there are regulations that have been set by theDukuh Pakis Office in order to improve the performance of the state civil service better, secondly to provide comfort to the existing facilities and infrastructure in the Kelurahan so that the services provided to the community are more fulfilled and thirdly the the apparatus of Dukuh Pakis Office, Surabaya City, further improves their work ethic and is responsible for the main administrative tasks, so as to provide more efficient, effective and optimal results. The results of the study explain that State Civil Apparatus Employees are the pillars of enforcement of government services to the community and must be able to create service patterns that are in accordance with theneeds and conditions of the community environment so that public services can be created from the village apparatus. of the state civil apparatus through training in disciplinary attitudes, in this case disciplinary behavior is expected to improve the performance of the state civil apparatus in Dukuh Pakis Office, Surabaya City.
