Abstract

The aspect of employment is one of the potential developments that will determine the success of the development process carried out by the government. The problem that arises in the employment aspect is that if it turns out that many human resources (human resources) or trainees of productive age become unemployed. The Manpower Office of Sidoarjo Regency is a technical implementing unit in the field of training that carries out vocational training to answer the challenges of working out there. To deal with these employment problems, the Manpower Office of Sidoarjo Regency prioritizes the development of skills and productivity of the workforce so that they are not only ready to work but also truly understand the knowledge that has been gained during the training. From the above phenomena, the authors are interested in knowing more about the implementation process and the resulting impact of the competency-based training program by the Manpower Office of Sidoarjo Regency on the people of Sidoarjo Regency. The research method used is a qualitative method and the type of descriptive research. Data collection techniques used are interview, observation and documentation techniques. Data analysis used the Miles and Humberman technique with interactive models in the form of reducing data, presenting data, and drawing conclusions. The results of this study indicate that the implementation of sewing training has components that are the driving force for this training. Namely, the purpose of the training is clearly stated in the Work Plan of the Manpower Office of Sidoarjo Regency which refers to the policy direction of the Ministry of Manpower and Transmigration for 2020-2024 which is to improve the quality of education and training for better workers and with higher certified values. The target of the training participants is for people living in Sidoarjo Regency who are of productive age. The trainers provided are trainers with professional skills and the training materials are adjusted to the length of the training, which is 20 days with 8 hours per day. The impact of this sewing training was felt by the trainees, training tutors, and the Manpower Office of Sidoarjo Regency. The impact is that the trainees are able to improve their knowledge, skills, and attitudes. Keywords: Competence-Based Training, Sewing
