Abstract
Humans are the most important factor as the realization of the effective and efficient goals in an organization. Human Resource Management is how an organization runs well and achieves the maximum results, in the Micro Business Development Sector, create a performance tree for each employee and then create a performance agreement includes indicators, goals and targets are part of the human resource management in the development sector. This research used a qualitative approach with 2 (two) research focuses, namely 1) How is human resource management in improving the performance in employee in the micro business development sector at the Cooperatives and Micro Business Office of Sidoarjo Regency 2) What are the obstacles faced by Department of Cooperatives and Micro Enterprises in Sidoarjo Regency in improving the performance at business development sector. The aim of this research are; (1) Analyzing human resource management in improving the performance of employee in micro- enterprise development sector. (2) Analyzing the obstacles that can hinder the performance improvement and finding solutions toward it. The results of this study indicate that employees who have not mastered the use of technology are require to attend the regular training and workshops either independently or from the office to develop their self-quality. Afterwards, the role of the Head of the Development Division is crucial for the improvement of performance by implementing good coordination and communication as well as developing strategies so that the enhancement of human resources in this development sector accordance with the work achievement targets of each employee.
