Abstract
The Government Agency Performance Accountability System (SAKIP) is a form of government accountability to higher authorities such as the Regent/Mayor/Governor and the community. This system aims to realize the aspirations of the wider community as a prerequisite in realizing Good Governance. As stated in the PAN-RB Ministerial Regulation No. 12 of 2015 the components in the performance assessment include: 1) Performance Planning; 2) Performance Measurement; 3) Performance Reporting; 4) Performance Evaluation; and 5) Performance Achievements. This research is a descriptive study with a qualitative approach with 2 (two) research focuses, namely: 1) How to Apply the Performance Accountability System for Government Agencies (SAKIP) in realizing Good Governance at the Office of Cooperatives and Micro Enterprises in Sidoarjo Regency; 2) What are the factors that hinder the implementation of the Performance Accountability System for Government Agencies (SAKIP) in realizing Good Governance at the Office of Cooperatives and Micro Enterprises in Sidoarjo Regency. Data obtained from observations, interviews and documentation at the research site. Meanwhile, the data analysis used data reduction, display data and conclusion data. The results showed that the implementation of the Performance Accountability System for Government Agencies (SAKIP) at the Cooperatives and Micro Business Office of Sidoarjo Regency had not been implemented optimally because there were 3 (three) principles of Good Governance that had not been achieved in its application, namely Building Consensus, Responsiveness and Equality. In addition, several inhibiting factors that need to be improved include: 1) Bureaucratic factors related to the low level of public trust in the government; 2) Data is not centralized, meaning that the processed data does not have a centralized database so that it will affect several things, such as lack of data integrity and data security; 3) Lack of human resources according to the field.
