Abstract
During the COVID-19 pandemic in Surabaya, it had an impact on development, especially in economic growth, namely the damage to the environment and natural resources, developments in the lives of the people of Surabaya, there was a change inpolicy where government actors and the public needed to make adjustments to environmental management policies. The policy directs sustainable development to produce a unity in carrying out economic, social and environmental preservation development with regard to the whole community in its activities as an important factor affecting the survival of the people in their homes. Sustainable development isrealized by the community that environmentally sound development is a solution to the obstacles to community empowerment. The background in the study discusses the strategy of environmentally sound urban development during the COVID-19 pandemic in the City of Surabaya carried out by the government and RT 06 Bulak Rukem Timur II Surabaya City: first, an overview of the strategy for environmentally sound urban development during the COVID-19 pandemic in the City of Surabaya? then the second. Obstacles and Solutions faced in Implementing in RT 06 Bulak Rukem Timur II Surabaya City, the approach used is research with a qualitative approach using descriptive methods. Data collection techniques are observation, interviews, literature study, and documentation of this research explains that; First, the government and administrators of RT 06 Bulak Rukem Timur II Surabaya City have an environmentally friendly vision towards the City of Surabaya City of Mutual Cooperation, a Sovereign, Independent, and Sustainable Forward that is contained inthe Medium Term Regional Development Plan for the City of Surabaya. Second, theresults of the urban strategy for environmentally sound development have the aim ofchanging the mindset or mindset of the community towards environmentally sound development. and Third solutions to the commitment of RT 06 residents regarding environmental awareness by following and implementing government programs on environmentally friendly development and implementing the results of the program, in order to produce achievements that can be obtained from the form of collaboration and environmentally conscious results.
