Abstract
Basically, the implementation of technology-based public services to the community is very important. Learning from the mistakes of public services made previously and the difficulty of changing the views or stigma of the community towards the apparatus which makes the mentality of the apparatus itself weak, the offer of the E-Government concept should be a very innovative strategy in service that can provide solutions for public services. . The purpose of this research is to look at the optimization of public services for the E-Government program and the constraints when using E-Government in public services to create a Surabaya Smart City using Richardus Eko Indrajid's theory of Support, Capacity, Value. This research method is descriptive using a qualitative approach. This data analysis technique is data collection, data reduction, data presentation, and conclusion drawing. The results of this study are that there are still several obstacles that occur during service at the office (1) people who are not familiar with the presence of technology in service (2) lack of socialization that is not widely distributed by the government to the community and (3) lack of resources in the community so that unable to accept the technology that is in service.
