Abstract

Taking advantage of the development of technology and information, the East Java Ministry of Law and Human Rights by launching the "Sisumaker" application which was launched on June 1 2018 in order to assist ASN in order to facilitate the management of incoming and outgoing mail systems that can provide solutions in the mail disposition process. The benefits of using an e-mail system are clear and significant, and there can be many benefits to using a VPN. Among other capabilities, a mail management system makes it easy to manage incoming and outgoing mail and can help speed up the process of determining when mail should be sent. Until the letter can be sent effectively and efficiently, follow-up will be done via email.The objectives of the research are 1) to be able to determine the performance of ASN in managing incoming and outgoing mail using the Sisumaker application, 2) to be able to analyze the development of incoming and outgoing mail management in order to realize digital-based governance.The results of the study show the fact that so far the use of the Sisumaker application within the scope of the East Java Ministry of Law and Human Rights can facilitate the performance of ASN in managing incoming and outgoing mail. However, the next fact is that the use of Sisumaker sometimes experiences problems when processing incoming and outgoing mail, such as network problems.The conclusion is the development of e- government through a system of incoming and outgoing letters to realize good government which in terms of facilitating the monitoring of ASN performance on the existence of a letter can then be followed upeffectively and efficiently.
