Abstract

This study aims to obtain proven explanatory findings about management audits to assess the efficiency and effectiveness of health services in the emergency department of the Surabaya Haji General Hospital. The data in this study were obtained by conducting observations, interviews, questionnaires, and documentation. Indicators are obtained from various documents which include health service activities such as health minister decisions, hospital fixed procedures, and relevant theories. The data analysis method used is descriptive qualitative by describing the assessment of efficiency and effectiveness in conditions, criteria, causes, and consequences and providing recommendations. Based on the results of the research that has been carried out, it is known that the health service activities in ED Surabaya Haji Hospital have been running efficiently with high productivity, because there are no doctors, nurses and employees who are unemployed at work even on holidays. However, the activity has not run effectively because the triage system has not been implemented optimally resulting in the patient mortality rate in July-September 2018 above standard, which is 0.003. In addition, the ED has not implemented an intensive discharge planning system to improve the quality of health services in hospitals.
