Abstract

Program Klampid ini adalah sebuah gagasan yang diluncurkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya yang berdasarkan pada Peraturan Walikota Surabaya Nomor 5 Tahun 2013 Tentang Pedoman Pemanfaatan Teknologi Informasi dan Komunikasi dalam Penyelenggaraan Pemerintah Daerah. Tujuan adannya Program Klampid untuk mempermudah pengurusan yang dulunya pelayanan dilakukan secara manual serta datang langsung ke Dinas Kependudukan dan Pencatatan Sipil mampu dilaksanakan melalui kegiatan daring warga tidak harus meluangkan waktunya untuk datang ke Dinas Kependudukan dan Pencatatan Sipil dan Kantor Kecamatan atau Kelurahan terdekat dengan tujuan mengantri di loket pelayanan. Adapun tujuan dari peneliti untuk mengetahui bagaimana Program Klampid mampu mewujudkan pelayanan prima di masa pandemi covid-19. Dalam pembuatan skripsi menggunakan metode deskriptif kualitatif untuk mendeskripsikan fenomena yang ada pada saat penelitian. Berdasarkan hasil penelitian yang telah dilakukan diketahui bahwa kemampuan petugas terbukti diberikan dengan sangat baik karena mampu melaksanakan standar pelayanan klampid bagi masyarakat di masa pandemi, sikap petugas yang cukup tanggap diperlihatkan dengan tindakan yang cukup responsive apabila ada masyarakat yang mengalami kesusahan maupun memiliki masalah dalam proses pengurusan klampid, penampilan petugas masyarakat tidak mengerti tentang petugas baik dalam berpakaian maupun berinteraksi dikarenakan program klampid ini dilakukan secara online, perhatian petugas cukup membuat masyarakat puas karena segala macam keluhan dan juga permasalahan yang ada bisa diadukan di situs pengaduan yang tersedia, tindakan petugas terkait sosialisasi klampid petugas tidak hanya melakukan sosialisasi di media massa saja akan tetapi petugas melakukan sosialisasi melalui di media social yang dapat diakses masyarakat melalui ponsel mereka, pertanggung jawaban petugas terkait salah satu masa pengerjaan dokumen Klampid dikerjakan tidak sampai 7 hari saat permohonan dokumen diajukan. Penulis memberikan rekomendasi terkait kemampuan pemerintah memberikan pelatihan khusus kepada petugas layanan yang berkaitan dengan IT, sikap petugas diharapkan untuk lebih baik dalam menyikapi kebutuhan masyarakat pengguna layanan, penampilan petugas diharapkan tetap menggunakan seragam sesuai dengan aturan meskipun tidak melayani secara langsung, perhatian petugas diharapkan lebih peduli terhadap kebutuhan masyarakat agar menimbulkan rasa aman dan nyaman, tindakan diharapkan petugas lebih responsive dalam melakukan tugas maupun menindak keluhan pengguna layanan, pertanggung jawaban diharapkan petugas selalu siap memberikan pelayanan dan mampu menerima segala kritik dan saran dari segala masyarakat
